let's talk about your weather and traffic. steve paulson said get ready, it's here. >> it will be very warm. not only here but really warm towards monterey, santa clara valley and santa cruz, capitola. if you have travel plans there, take your time and head down highway 1. enjoy yourself. it will be 76 today down in monterey. sunny and warm on the weekend. there could be a few high clouds but any way you slice it, it will be above average on the temps. these are the records we need to beat. san jose, 76. that was set in 1943. kentfield, 74. probably close for them. mountain view will be right there. sfo as well and also oakland airport. there will probably be some. a lot of cloud cover but it just goes up and over the ridge and then dives down into the great lakes and the northeast where they will have a blizzard this weekend. we'll have way above average temperatures. they started yesterday. they will continue today. there are some cool readings. low 40s and very mild ones as well. sfo is 56.

north wind there. 44 petaluma. same for sebastopol. an east or northeast breeze and that means warm temperatures. high clouds to the north. a little haze. 68 to 78. we should be about 59 to 64. we're way above. that includes everybody. all right, sal. happy friday. friday light, what? >> it's lighter than it normally is. but we still have some slow traffic out there, steve. good morning to you. all right start off with the bay bridge toll plaza, you are see the traffic is backed up. but the 880 approaches are better than they normally are. if you are driving from oakland to the bay bridge, you might want to consider using the 880 approach especially if you have fast track. looking at the commute on san francisco freeways, northbound and southbound 101 looking very nice. no major problems here. we have a new accident reported, antioch, pittsburg, westbound 4, loveridge road. there's also slow traffic after that as you drive over the hill concord. 680 doesn't look too bad from

concord to walnut creek. it's 7:02. back to the desk. >> all right. thank you. president obama waking up in san francisco this morning. he has a packed day of events. he's starting at stanford university, where he will be talking about cybersecurity. ktvu fox 2's janine de la vega has more on the busy visit. >> reporter: the president will be holding a white house summit on cybersecurity here at stanford university's memorial hall. we haven't been able to go in there in the last couple of hours because secret service has been inside doing a security sweep. but the doors are supposed to open up in a few minutes. it's closed to the public but i do want to show you the line out here waiting of most likely innovated guests. we hear some tickets were offered to some stanford students. president obama arrived at sfo on air force one. he greeted mayor lee along with

military family members and was taken to the-- taken tonight fairmont where he spent the night. he's putting cybersecurity on the agenda. today he's expected to sign an expectative order encouraging -- executive order encouraging information between the private sector and the government. about 1500 people are expected to attend, including silicon valley leaders such as tim cook. the president plans to hold a round table discussion with business leaders. later tonight, he will be at a fund-raising dinner hosted by a prominent tech visitor. ticket from that range from $10,000 to $32,000. there is a large presence of local and national media. you can see the san antonio and -- you can see the satellite and the live trucks. event starts at 8:45 with a panel discussion.

more details are coming in from san jose about the deadly police shooting that occurred on wednesday. >> we have a male with a knife walking towards us. >> that was police radio. it captured the moments leading up to that shooting. now we've learned the young man who died was the person who originally called 911. police say they had no choice but to shoot 23-year-old phillip watkins. they say he ran towards them, holding a knife. his former football coach at de anza college can't believe watkins is gone. >> i feel really sad. i thought he had a lot going for him when he played here and -- it's a shock. >> watkins was engaged to be married. he leaves behind a 2-year-old daughter. his family said he suffered from depression. pressure is mounting over the kensington police department and the way they are handling an officer whose gun was stolen by a prostitute in reno last may. last night, some of the people

called for the police chief to step down. they are upset it took him almost eight months about before he suspended the sergeant for the incident. the scand am has caused council members to delow a vote on giving police officers a 16% pay raise over four years. the proposed deal was negotiated by barrow. 11en people who lost their home -- 117 people who lost their homes in three big fires recentny in san francisco have been live until a temporary shelter run by the red cross at the mission core community center on va valencia street. the people who survived the fire, they've been getting food and health checkups. the shelter will stay open for up to two more weeks to give them extra time to find permanent housing. 7:07. a south bay postal worker is being investigated for reportedly throwing away mail he was supposed to deliver.

the carrier worked in the willow glen neighborhood and had been upon the job less than a week when he was seen on monday throwing away packages and letters along his assigned route. the postal service says it recovered all of the mail the carrier tossed out on monday. but there's no way of knowing if the mail from previous days was actually delivered. >> i have no reason to believe there's not something missing. in fact, i'm waiting for payment from a customer and i'm a little surprised that i haven't got it. >> officials say the male carrier has resigned and faces charges of discarding, tampering and damaging federal property. if convicted, he could be fined and sentenced up to five years in federal prison. if you drive on the san mateo bridge, you will see something a little different this morning. pg&e workers will be climbing the towers next to the bridge to install new lights. the lights will give the 15 200-

here to stock up fortunate -- stock up for the big day. part of the reason, this year, valentine's day spending is up. the dme is rebounding. as americans we'll be spending about $18.9 billion on our loved ones this year. that's how much we care about them. the average person will be spending about $142. that means they will be spending that on candy, cards, flowers and the owner of a walnut creek creek flower shop said she's been overwhelmed with orders this year and she couldn't be happier. >> crazy and sleep deprived. it's been a long week. it's all paying off. a lot of business. people are ordering more this year, spending more. i think it's a good year for everybody. >> reporter: if you are hoping to bake your sweetheart out for dinner -- take your your

white house officials have announced a creation of a new intelligence unit to fight computer and online threats. officials cited the hack attack against sony pictures as their motivation for creating the new agency. president obama will continue this conversation today, as we've been telling you, when he hosts the cyber summit at stanford university. what does this mean for you? joining us is dr. thompson, chief technology system in sunnyvale. good morning. thanks for being here. >> thank you for having me. >> what does the -- why should the average person be concerned about cybersecurity? >> it's amazing how important security has become. i think in everybody's lives -- it was two years ago that my mom explained to me the difference between a firewall and a wall on fire.

[laughter] >> everyone's data is being held by corporations around the world who have seen big, high- profile attacks over the last few years. and a lot of it comes down to the choices that individuals make with their data and how they make choices online. so it's an important piece that i don't think the government will save us from. i think everybody has to take a role. >> do you think this new agency that the president has created and today's summit will that make a difference? >> i think it's a good step. i think it puts a big highlighter on the issue of cybersecurity which is appropriate. i think there's some elements of it that will be helpful. it's better for us to collaborate and share. it's a collective goal in technology and the government. i think it's definitely a positive step forward. >> what do you think -- what is your best-case scenario in the outcome of the summit. what would you love to see what happen to improve cybersecurity for you and your mom and everybody? >> the biggest thing that can come out of the summit is a

real coming together of technology leaders and agree that, hey, we may compete in the marketplace, but on this issue of security, it's so important to the nation. it's so important to individuals and customers that we need to break walls that we've had in the past, share threat information and battle the bad guys. >> so what can, you know, you and i as the average consumer -- i know we need to change our password and make sure there is a lock symbol at the bottom of the page if you are giving information but else can we do? is there something we can to find out if our information has been hacked to take steps to protect ourselves? >> i think one of the most important things is to realize attacks are actively happening. if you walk the out your home at 3:00 a.m., you would walk out and be more vigilant. it's 3:00 in the morning. >> 24 hours a day. >> 24 hours a day. one of the biggest things, when you receive links and e-mails

that have attachments, just understand that it could be bad folks sending those things to you. be a little more vigilant around that. and think also understand that attackers are personalizing attacks. don't look for the classic signs, the nigerian prince that wants to get money out of the country and dear sir and madam, a lot of these attacks are becoming very personal. they know personal information about you. it was on social media sites. >> just not to let your guard down no matter what. >> all right. thank you for joining us. >> thank you for having me. 7:18. back to dave. >> all right. very interesting and easy to understand, too. let's check in with sal. sal, everybody behaving on the east shore now? >> it's a little slow, dave. a little bit. it's not out of the ordinary. if you are looking at 80 westbound and drive times from

the carquinez bridge out to the macarthur maze, you will see it's a 21-minute drive time. there are no major problems along the way. that's pretty good, actually. it's just a little bit more than it would be when we have light traffic. if you are driving to the been toll plaza, you are seeing an improvement westbound, especially coming in from 880, that's a great way to approach the toll plaza and no major problems in the fast track lanes. we've had decent traffic livermore to the pleasanton area and hayward, southbound 880 to fremont. you can definitely tell it's better than normal. let's go to steve in the weather center. we have clear skies except for patchy fog. stockton, petaluma, santa rosa there's some. all systems go for another warm day. if you are heading to the monterey peninsula for the pro am, it looks really nice. starting off 56. we'll go 76 for a high today. a little bit of an easterly breeze. it will be nice into saturday. mostly sunny on sunday.

could be slightly cooler but temperatures will be above average. for someone who used to live in pg, that's really warm for the peninsula. 60s and 70s. 82 yesterday in salinas. a record high. sacramento, 73. stockton, 72. reno, 67. and south lake tahoe, 61. all records on thursday and there are some areas in nevada today that may have their warmest february temperature ever. elko could be one. maybe around 63 degrees. these are the records we need to beat today to set a record. san jose, 76. i do think if you are out by east san jose or read hillview they will be 76. maybe 77. downtown, i went 74. kentfield, 74. i think it will be shy of that. mountain view will be close. i think they will tie or set. oakland airport 71. sfo at 70 also will be in the mix. downtown oakland yesterday, 79 degrees. unbelievable. through the roof. 74 today, the record is 77.

1971 but there's still an okay breeze coming ofl the oakland berkeley hills, especially above the calldy cat. last i saw was 22 miles an hour. some low 40s here. but a lot of 50s. 52 in brentwood already. a couple of locations, a little chill. for others it's on the mild side. it will be mild for everybody. lows, 60s already for l.a., san diego, 28 up in truckee. i think blue canyon, i saw 54 degrees. another warm day up in the sierra nevada with more record highs possible for tahoe and reno and elko. for us, it will be sunny. a few high clouds for you. mendocino county, lake county, patchy fog. that won't last long. we look for temperatures to be above average. no rain for the next seven, ten days. normal highs this year, 59, 64.

7:25. a woman who drove her car off a central california cliff and spent days in a ditch, well, sheers talking about her harrowing ordeal. debbie lopez was driving down highway 1 when she reached out to put out other cigarette. she swerved, lost control and careened hundreds of feet down the cliff. for three days, lopez said she searched for a way to back up to -- to get back up. but she was finally able to flag down a passerby for help. besides a few bruises, she's doing okay. at least one same-sex couple has gotten married in alabama after the latest ruling from a federal court. a lawyer for the couple stays the wedding took place yesterday in mobile county.

just hours after a federal judge ordered the county to start issuing same-sex marriage licenses. now, earlier, alabama's chief justice tried to stop the marriages telling judges, they didn't have to obey that federal order. >> we are afighting for our lives here, you know, we've always been americans. we've always been alabamaens for the most part. how are we not seen equally as human bees? >> 37 states recognize same-sex marriage, including here in california. the u.s. supreme court is expected to issue a ruling in late june that could strike down bans on same-sex marriages nationwide. gonna be a nice weekend to enjoy the beach but be aware of the hidden quakers that have led to rescues of two surfers. >> reporter: we're live in hayward where a body was found outside of a chiropractic college. new information from the police besigned the circumstances of

than normal including the 880 ramp. if you are approaching from 880 there's almost. traffic getting into san francisco. it's about a 15-minute delay. also looking at the commute here on san francisco freeways, it certainly is more crowded on northbound 101 approaching the 80 split but not too bad. we've been looking at the north bay commute and down into san rafael. there is a little bit of slow traffic on southbound 101 as you drive out of novato and into the lucas valley. it's not normally this light in this area. finally, as we look at the big picture of the east bay commute, there's a lot less red on this map. 7:32. back to the desk. >> thank you. we have new information on a disturbing discovery outside a chiropractic college where a dead body was found. brian flores has been on the scene all morning and is live from hayward with what police

are saying about this. good morning. >> reporter: good morning, tori. when we spoke with police about 30 minutes ago, they say it appears that this was an attempted burglary of life chiropractic college west on the corner of industrial and depot. it became much worse with the body found this morning. taking a live look now. hayward police are trying to figure out the identity of the body. they are also trying to figure out the circumstances that led to this death. it happened just before 2:00 a.m. this morning. police say a couple of chefs at the college were getting ready for the day. they heard a loud crash, not too far from them in the dining area of the college. they immediately called 911. when police arrived, not only was there broken glass, the walls damaged, but police also found the body of a white man, about 30 to 40 years old. behind a u-haul truck that crashed into the college. this morning it remains unclear who this person is. >> not sure if he's related to

the college at this point. you know, we're still investigating it, we're still trying to figure out who he is exactly. and whether or not he has any association to the college. >> reporter: just before 6:30 this morning, the body was taken away by the alameda county coroner's office. police will work on getting surveillance video from the college to see if other people were involved in what happened. again, investigators remain on scene. there's lots of dang damage to the wall of the college, the dining aria. a lot of unanswered questions. if this was a burglary, what they were trying to look for at the college. but investigators will remain on scene. the college remains closed to the day for students and staff as well. back to you. >> we'll check back next hour. thank you. 7:34. president obama he's here in the bay area this morning. he spent the night at the fair mount hotel in san francisco and the first thing on his schedule today, a cybersecurity summit at stanford university. we're out there live.

this is the room where everything will take place. a beautiful room and it's packed, as you can see, and as the camera pans around, you can see the media is there as well. a lot of attendees there. this is memorial hall at stanford university. and the cybersecurity summit will be held here very important meeting. about 1500 people expected to be at the white house cybersecurity summit including some silicon valley heavy weights like tim cook. the summit start, at 8:45 this morning. president obama is due to deliver the keynote speech at 11:15. last night, people had their cameras. they were lining the streets as the presidential motorcade headed to the fairmont hotel in san francisco. hundreds of timers who were attending a -- teachers who were attending a concert say they only found out the president was gonna be there two days ago. >> we find of feel like we're staying at the -- kind of feel

the price. $121 for herself and her husband. >> it was good. i haven't been covered forever. i pay more for my dog's insurance than i do for myself and husband. going into the second year of having it, it's a good thing. it's a beautiful thing. >> californians like last year have been given a five-day extension, to february 20th, just as long as they start the process by sunday. this year, the penalty for not having health insurance goes up from a minimum of $95 to $325. >> the deadline for signing up for health insurance is february -- >> that's february, mr. president. joking on this new video reminding people about the federal budget 15th deadline to sign up for health insurance. you can see him having fun, kind of mugging in the mirror, posing with a telly, using humor to send the message. trying to get more americans to sign up for health insurance.

we've posted information for signing you for covered california on our channel 2 website, ktvu.com. it includes signup events, scheduled this weekend around the bay area, check it out. it's under the web links section. 7:37. the national weather service is warning potentially dangerous conditions at bay area beaches this weekend. there is a beach hazard alert in effect for through tomorrow afternoon. the swell from the west combined with offshore winds could create larger than usual waves, rip currents and sneaker waves. the affected areas run from sonoma to big sir, people going to the beach are advised to keep an eye on the ocean and be careful near the water. in fact, just yesterday, rescue crews came to the aide of two surfers caught in dangerous rip currents. a helicopter you hoisted one man from 8-foot surf. the other man lost his surfboard but made it back to the beach on his own.

>> someone turned a stolen car into the water at the fulton shipyard in antioch last night. the contra costa county fire protection district tweeted these photos of the submerged car. they reported it go into the water around 9:350 last night. rescue did not find anyone in the car recovery crews attached a tow chain to the car and pulled it out of the water about two hours later. a mother from baypoint is pleading for witnesses to come forward after her daughter was hit and killed last weekend. stephanie bonner says this is the second child she's lost to violence. one of her sons was killed in richmond five years ago. >> we thank you for the plan you have in place, father god, that will make an impact in this community because of her life, father god. >> a prayer service was held for the 25-year-old. on saturday night she was in a crosswalk at canal and bailey when she was hit. the driver sped away. police say nearby surveillance cameras did not capture what

happened. so they are asking anyone who saw something to report it. >> a mother is not supposed to bury their children. we have to stop all of this killing and cold-bloodedness. we have to have a heart for the people! >> the intersection is now the scene of a memorial to bonner. her family said she was supposed to marry her long-time partner tomorrow, on valentine's day. 7:40. san francisco police out there searching new york a man who they say -- for a man who any say charged at an officer and knocked him off a muni platform. this photos were taken january 23rd. a group of officers were conducting an investigation at 4th and king street near at&t park. police tried to stop and question the man but he ran away knocking one of the officers off that muni platform. that officer suffered minor injuries. the lawyer for former san francisco gang leader raymond shrimp boy chow said his client deserves to be set free, this

as new charges emerge against leland yee. anian dated indictment -- an updated indictment dealt with kick boxing, mixed martial art and ultimate fighting championships in california. the case has targeted 28 people. chow has been in jail since march while most are out on bail. >> they are basically free, compared to my client. jackson and yee can go so their families and to things and prepare their defense. >> chow's lawyer plans to file motions for bail and a trial date. yee's trial is due to begin in june. the stanford university board of trustees approved a 3.5% tuition hike fork the third year in a row. tuition for undergraduate

students will be more than $45,000. for students who live on campus, total undergraduate fees for the school year will jump to more than $60,000. but stanford says only one- third of students actually pay the full tuition with two- thirds receiving some sort of financial aid or scholarship assistance. if you are thinking about heading outdoors this weekend, here is another reason -- the national park service is waiving entry fee to all national parks all weekend long. the free entry runs through presidents's day. it will be a popular movie this valentine's day weekend. but be aware. the reason one theater company

welcome back. scientists at the state department of fish and wildlife say lab tests have determined some kind of synthetic oil caused that mysterious goo that killed hundred of sea birds on the bay but they still don't know where the goo came from. it first showed up on the shore line in the middle of january. fish and wildlife say it's made out of a mixer of nonpetroleum- based fats or oil. when it got on the birds, it made it impossible for the birds to stay warm, float or fly. more birds were healthy enough to be set free again yesterday near the golden gate bridge. about 90 of them, though, were still at the rehab center. 7:55. the fbi has opened its own investigation into the killings of three muslim students in

outside. they are being screened by security and they are waiting to enter. here is some video of president obama arriving at sfo yesterday evening. as he stepped off air force one, he was welcomed by ed lee along with military family members. he will be coming to stanford to give a keynote address about the threat of cyber attacks. today, he will sign an executive order encouraging and promoting the sharing of cyber threat information between private companies and with the government. he made it clear that he wants to get tougher on illegal hacking and has plans on establishing and intelligence center that will help track cyber threats. silicon valley leaders such as apple's ceo tim cook will be at the summit sharing their thoughts. the president plans to hold a round table discussion with business leaders to build partnerships. and back out here live, again, just, you know, a lot of excitement in the air, people are eager to have this -- to this going and to hear the

married -- engaged to be married. he's leaving behind a 2-year- old daughter, his family suffered from depression. a south bay post pal worker faces serious charges for allegedly throwing out mail. the postal service says the carrier had been on the job less than a week in the willow glen neighborhood in san jose when he was seen throwing away packages and letters along his assigned route. the postal service says it recovered all of the mail the carrier reportedly tossed out onmond but there's no -- on monday but there's no way of knowing if the mail from previous days was actually delivered. >> i have no reason there's not something missing. in fact, i'm waiting for payment from a customer and i'm a little surprised that i haven't got it. >> officials say the mail carrier has resigned and is facing charges of discarding, tampering and damaging federal property. if convicted, he faces five years in prison. if you will be driving on the san mateo bridge, you will see something different this morning.

that's about it. high clouds, hazy and very warm. 70s for many. these are a good, 10, 12 degrees where they should be. i think so far you've had a quiet morning. did something change? >> there was a bunch of water at the toll plaza that was in the lanes. i'm not sure if a pipe burst or if it was just someone turned on the pipe accidently and there was some slow traffic right in this area of the toll plaza. for a while, we had a little bit of slow traffic even in the carpool lanes but chp arrived, caltrans apparently tapped or closed the pipe. let's go back to the toll plaza view that i have. it looks like it's getting better again. for a while, those right lanes were all crowded. i knew something was wrong and then they capped it. it's a good day. today it's lighter than usual. as soon as accidents go away, the traffic becomes light again which is good news. let's take a look at the 880 traffic.

gonna zoom in closer here. 880 northbound and southbound. nornd northbound -- northbound is still slow up to high street. police in hayward are busy investigating the discovery of a man's body at a chiropractic college early this morning. brian flores has been out there all morning. you are back now joining us live. so what do police think is connected to -- how did this start? >> reporter: unusual case here this morning. we continue to be here at life kye low row black -- chiropractic. police say this was at least initially an attempted burglary of the college. see that u-haul truck? well, police say that truck was used in this attempted burglary but obviously became much worse with the body found behind it this morning. early on in the investigation, but police say they were called before 2:00 this morning. police say a couple of chefs the college were preparing

meals for the day when they heard a loud crash, not too far from them in the dining room of the college. they immediately called 911. when police arrived, not only was there broken glass, the walls damaged, but police found the body of a white man about 30, 40 years old behind the truck. it remains unclear who this person is and really his involvement in this whole thing. >> not sure if he's related to the college. at this point, we're still investigating it. still trying to figure out who he is exactly and whether or not he has any association to the college. >> reporter: just before 6:30, the body was take away by the coroner's office. police will work to get surveillance video from the college to see if other people were involved. back out here live, investigators remain on scene, you can see the damage to the wall leading to the dining area. but college officials have decided to close for today so police continue on their

investigation. not only to figure out the identity of the body found but really if this was an adebt -- attempted burglary to find out what they were trying to get. back to you. >> all right. thank you. wile talk to you later. in the meantime, pressure is mounting this morning over the kensington police department and the way they handled and officer whose gun was stolen by a prostitute in reno last may. there was a meeting last night and some of the people living in the community called for the police chief to step down. they are upset that it took him almost eight months before suspending sergeant barrow for that incident in reno. the scandal has caused kensington city council members to delay a vote on giving the police officers a 16% pay raise over four years. that proposed deal was negotiated by barrow. 117 people who lost their homes in three big fires recently in san francisco they've been living in a temporary shelter run by the red cross.

the shelter is at the searnl's mission core community center on valencia street. the red cross will turn over the day-to-day operations to the screarm. the survive -- to the salvation army. the shelter will stay open for two extra weeks to find a permanent home. the deadline to sign up for health insurance under the affordable care act and avoid a penalty is this sunday at midnight. several signup events are planned around the bay area to help people get health insurance through covered california. at this event, at a church in hayward, union workers volunteered to help with the process. we talked with one woman who said she was renewing her coverage and happy with the cost, $120 a month for herself and her husband. >> it was good. i haven't been covered forever. i pay more for my dog's insurance than for myself and

summit on cybersecurity and consumer protection just got underway. we do have a camera inside there and you can see there is invited guests who are waiting there as well as some stanford students able to get tickets to this event tlub a lottery system. they will get to hear the president speak on the stage in about two and a half hours. president obama arrived yesterday evening on air force one at sfo. he was greeted by mayor ed lee along with military family members and taken to the fair montwhere he spent the night. mr. obama will fly to stanford on marine one for the summit on cybersecurity, a topic that he's putting on the national spotlight. he will give a keynote address talking about the threat of cyberattacks. in fact, today he's expected to sign an executive order encouraging and promoting the sharing of cyber threat information between the private sector and the government. about 1500 people are expected to attend this event.

a mother of four from north carolina, a single mom said she's holding one of the three winning tickets in wednesday's $564 million powerball jackpots. this is marie holmes. she says she bought the ticket at the last minute on wednesday. she doesn't have a job. she's hoping to use the money to get things for her three sons and three daughters that she didn't have growing up. but she said first's she giving money to her -- to her church. >> i know if i want to cry. i'm grateful. >> the winning ticket was sold at a convenience store in north carolina. but lottery officials say her claim has not been verified yet. two more tickets were sold in texas and in puerto rico. >> all right. 8:48. let's check in with sal, see what's what's happening on the
